I want make system app like phone camera , that normal user donot remove that , only rooted divice can be remove that
that only superuser can be to remove the my app and when mobile to reset factory then my program reinstall

I don't think that is possible either in b4a or Java. You have to install or move your app to system/app. This is only possible with root rights. Well, but if you have root access then the user will have it too ...

Manufacturers and providers obviously have their own superuser account to do that.

The only way for you would be to temporarily get root and install your app similar to rom patches in recovery mode.

But it is questionable if your users will do that procedure for you just to help letting them not uninstall your app
