How can I check if the latest version of Google Play service is installed on my mobile device?

Write code that compares the version with the latest version
And tell us that we need an update

This is how I have just checked mine. I Google searched for "google play services version" and found this ...

Latest Version: 20.39.15 (080406-335085812)

Then I looked at the App Info list on my 'phone and found "Google Play services", found the version number (it was at the bottom of the "Advanced" sub-list), which says "Version 20.39.15".
