Android Question Dead process notification

Hello everybody,
I found this code about notification here on the forum and it works great if it doesn't kill the application process. While the app is in the background, notifications are issued, other than that, only when I open the app again.
Is there any way to issue notification with the dead application process, without being through an external server?
