Android Question FusedLocationProvider

Hi, I'm trying this library.. my Question is..

It is assumed that this would also locate via Wifi / GSM

If I turn Off the GPS, I never get a Location update...

Is there any method in this library to invoke it or how should it be done? Assuming that the GPS is always off.
