Android Question How to check if files are needed for USB OTG?

OTG USB needs to function 3 files: android.hardware.usb.host.xml, handheld_core_hardware.xml and tablet_core_hardware.xml in the / system / etc / permissions.
How to check it from the application level ?? I need add to my program something like in the attached picture.

I don´t think you can access this folder on your device unless your device is rooted. It is a system-dir
Usually you don´t have access to it

as far as i can see it doesn't access filesystem, it uses APIs. You can use directly Java and detect the devices.
