Android Question In App Billing : RSA

Hi

I'm currently in South Africa and would like my app to have in app billing. I understand that Google doesnt have a store yet for our country. Is there an alternative that one can use for in app billing in this kind of scenario?

1. Buy part of an app
2. The sale is completed and recorded in the app (automated)
3. Activate some parts of the app depending on your purchase
4. By another part of the app (back to 2 etc)

Do you have an own server (I guess yes because of your php threads). Then you could make a PayPal paymant and activate the components. Good thing: Google does not earn a thing
