What is the proper syntax to have XLUtils included in by the packager?

"If using jPOI library then you must reference XLUtils."

Would the proper syntax be:

#PackagerProperty: IncludedModules = XLUtils.b4xlib

You add those in the IDE through the library manager

Yes, XLUtils has been added to the library manager but Erel specifically mentioned that "If using jPOI library then you must reference XLUtils." as Tips and special cases Item #1 in his list.

So I am assuming this is something within the packager (an attribute) he is referring to.

They are both libraries that you add in the library tab in the ide. Then you just compile or create a standalone package.

That's true. You simply need to check the XLUtils library in the libraries tab. If you want to look under the hood then unzip XLUtils.b4xlib and view the manifest.txt file. You will see that it adds many packager related properties.
