Wish Is there way to additional option comments later in my local language by myself?

See the attached picture, Each library has comments in English. Is there way to additional option comment in Thai later by myself. I would like to translate only once time for myself.
I think there are more people (not only me) who are not good at English need the option strategy. ( I must translate it ever time when I use it)

Assume I have a.jar ,a.xml ,or a.b4xlib , I need a file a.explain addition when I point at the lib ,it can show Thai 's explain

is to extract the translation of xml comment inside the content. And then you can translate it with bing and google
