is there a public database with a list of librarys, her methods and events?
in mssql or sqllite format, or csv / excel / xml?

You should use ObjectBrowser
There is no official Database externally though there is an XLS file somewhere in the forum with a List of all Library made by one of the Members.

You can find all Libraries using the Forumsearch.
