Android Question Meta tags or app tags ?

I have heard serveral times about app tags ...or meta tags ...How do you do it ?
What are they ?

I understand by a app tag a ...keywords set by code in your program that will help discoverability on market when users search by the set keywords ?

Please help me out understanding about these tags ?
