Android Question Notifications stopped suddenly, any help?

Dear all,
Greetings,
Notifications stopped suddenly, any help?
The keys still active/enabled.
Some of my projects totally based on notifications, any help to re-run these keys/projects ?

I added the code and Phone library.

No, I "Samsung Note-8" and it worked very well with all types of notification even from years ago,
even I test also with tablet (Android M19)
