Hello i want to write a "One Device App" and i dont have a certificate from apple, can i compile the app with a "fake certificate" and install this certificate on my device an then the app over a internet side or a local file server ? (B4i-Bridge)

I dont know what is a fake certificate but when the certificates are expired the apps are not opening on the device.

No.

If you have a local Mac then you can use Xcode to install the app on your device using a non-developer account. It will however expire after 7 days and stop working.

Ok, how i can install my app on my device without AppStore ? Like B4I-Bridge.

Is this so: install cert. on device and then the app ?

Once you have a developer certificate then you can easily install applications on your device. With B4i-Bridge or with OTA deployer or with iTunes connect.
