Like the title says.
I'm running Win7 and before installing B4A 2.71, I have NEVER had a hard Windows lock-up (i.e.: mouse locks, Alt-Tab won't work, not even Ctrl-Alt-Del works -- have to power off and back on), and it's happened four times while running 2.71 and never when B4A is NOT running. When it happens, I have a Toshiba Thrive tablet attached via USB (I've not been able to get wireless or Bluetooth connecting to work for the last 1+ year) and running Android 4.04.
I expect that this is probably next to impossible for you to do anything about solely based on anything I could tell you, but I thought that I would at least go on record.
