Android Question Play Store - can't upload internal testing app without privacy policy

I'm trying to put a new app into testing on google play store, it's been a while since I did this.
I get an error on upload:
"Your APK or Android App Bundle is using permissions that require a privacy policy: (android.permission.READ_PHONE_STATE)"

How can I circumvent this? I'm not given any link to paste in a privacy policy URL or anything like that.

If you look at the main page for your app on the Play Developers Console, scroll down to the second last option on the left 'App Content'.
I had to either just go through some questions to get the declarations approved, or for the privacy policy I put in a link to my company's website where there is a privacy policy lurking somewhere.
In other app I made I believe I used https://www.freeprivacypolicy.com to create a policy, they host it too - then I pasted in the link to that, job done

I went through hell with this requirement by Google Play as well. Eventually I wrote my own policy and it took a few more trials and errors before I finally got the bot police to shut up. Like you said, I put a link to my website where the next link went to the policy. I had no information collected or used. Ruff! Ruff! Arf!
