Android Question Remotely stream android camera to another android/ios device

Hi Guys,
I have an android based dashcam.
the dashcam has a usb port.
I'd like to be able to stream live video from the dashcam over the usb connection to my phone (currently android).
I have no idea how to do this, but it must be possible as there is an app (total control) in the play store that does something similar.
Is there a tutorial or has anyone else done this ?
