Android Question Stream video access

Hi community. My name is Roger, I´m from Brazil and a new developer B4A. I have a software house (vb6) and I´m thinking to do a app for restaurants, bars and pizzeria. Here in Brazil, is common this places has a children room (with toys) for play while they parents have eat.
I need a library to access a video camera (IPCam or cam in the pc). My idea is the parents watching they children in the room (cam) via app with the local network (local wifi router).

Any one have a solution?
