Android Question stripped down Android 13

Hello!

Cheap phone, new problems:

I bought a Redmi A3 to use it to control a certain device. I wanted to test an application on it, but after installing B4X Bridge I have a problem giving it permission to display over other applications. The system of this phone is supposedly Android 13 (not "go edition"), but this function is disabled.

Does anyone have an idea how to enable it?
I am posting screenshots...
