LOL! In NO WAY. B4A IS ready for Tarket 28 which get forced by Google soon.
No need to get headaches about Api 29 at this time!

Why headaches... it was just a question ...
It's important now for updating the new app versions, say for StartActivity from a service will be impossible, so, app must workaround it in advance.

Developers shouldn't set targetSdkVersion to 29 for now. It will only be required next year.
The restriction of starting activities while the app is in the background is not related to the targetSdkVersion value. It is always enforced on Android 10+.
