iOS Question Testflight not updating tester

A new app which works for me and is updated by itunes to me
is not being updated to one of my testers.
It was being updated before, then suddenly it is no longer being updated.
They do recieve the notice that "Push notification" does not work (which is always sent out from testflight)
But they do not get the app itself from testflight.

It sounds like a problem in TestFlight. Note that you can use this tool to distribute your app: [tool] OTA Deployer - Easily distribute your app to beta testers

We tried this also. He got "File Not Found" when he ran it on his iphone5 in Los Angeles.
I think it maybe in the certificate/provisioning process, because other apps work fine.
what is the link to those?

If the device is listed in the provision profile then it should work. There is no need to install any certificate.
