I recently experienced this problem, and as the Apple ID was linked to my Developer account (as owner and admin), I could not access the account. However, the Developer account was still active and Apps could be downloaded.
After a few days I managed to get the problem fixed and this how it was done. But before I start, I strongly suggest anyone with a functioning Apple Developer account do this ASAP.
Allocate another phone(s) to be an additional Admin user(s) – this is your backup if your main Apple ID gets blocked.
Go to your Apple Developer account > Users and Access and add New User – remember to tick the Admin box and all the additional resources (just in case they are needed).
Anyway, back to my solution for the problem.
1. Phone the Apple ID specialists and explain the problem – they may be able to unblock the Apple ID. They may refer you to the Apple Developer support but in my experience if the Apple ID is blocked you will get nowhere.
2. If the Apple ID specialist cannot unblock the account (it may take up to 24 hours but it is time will spent).
3. Still blocked – Factory reset your phone (I did it but not 100% sure it is necessary) and apply for a new Apple ID.
4. Then using this new Apple ID, phone the Apple Development Support team. If the telephone line is not available simply wait and try during normal office hours.
5. Again, explain the situation and in my case, they suggested I move my Apple Developer Account (which was fully paid up and active) to a new owner – (me again).
6. They asked a few questions and then asked me to send details to prove my identity – which I did (this will take a few days) – Use the Developer App on your phone (available on the App Store).
7. After a day or two, Apple notified me that the account owner had been changed.
8. I was then able to access my Developer account (on-line) using this new Apple ID.
9. Remember to allocate some other Apple phones as Admin just in-case your new account is blocked again (see my opening comments)
10. All the Apps were accessible, and the company credentials were unchanged, but I did have to generate a new App-Specific password to upload the Apps (remember to use your new App ID when uploading)
I think the important thing to note is if your “Apple account is blocked and cannot be used” – simply give up on it, get a new Apple ID (you will have to provide a different email address). Then contact Apple using the phone with the new Apple ID – I think Apple treats a blocked account as a security risk. Also, phone Apple and don’t rely on emails as they appear to be answered by Bots and you waste time going around in circles.
