When I add a WebView1 with Designer and then
do Tools > Generate Members, it returns the
following error:

An error occurred.
The given key was not present in the dictionary.

What am I doing incorrectly...?

Follow up...

This appears to be a conflict with an older
version of Core in the Additional Libraries folder.
I had updated that 01.04.11 -- but obviously,
the new B4A 1.10 Core is expanded, including
the WebView.

Copying the Core.* files from the Libraries in
the new install in Program Files to my Additional
Files folder resolved the problem.

Suggestion:

Might there be some way for B4A to distinquish
cases like this -- and choose the newest dll version,
regardless of residence in the Program Files
install directory or the Additional Libraries directory?

This is a very good point. For now users need to delete all the official libraries from the "additional libraries path". Or you can copy all files from the internal libraries path: C:\Program Files\Anywhere Software\Basic4android\Libraries to your additional libraries path.
