Why i can't parent a customview or panel to a (horizontal)scrollview in designer?

You cannot add views directly to ScrollView. You need to create another layout and load it to ScrollView.Panel.

yes, but why can't handle the designer this hierarchy with this parent Combobox.
its just a description put this and that together.
i saw also that if me enumerate through activity views that i not get the real custom view class - instead i got something else.

It is currently not implemented. Might be added in the future.
