Android Question ad is not displayed

hi..
got your ad ID. I have created a new application.
advertising does not appear on the screen.
I'm trying the ad ID in another application. It works.
I'm trying using the debugger key and the ad looks.
it works when I use the test ID in my new application.
ads don't appear when I create a new key.

Could it be related to verifying the advertising identity? one day I got the ID.
