You cannot. jSerial doesn't work with BLE. Only classic Bluetooth.

If we do not use JSerial. Is there any way we can use BLE Chat Between Android, IOS and B4J with Windows 10 OR any other os that support BLE OR we can attach external BLE Device.

There is no library in B4J that supported BLE. So there is no simple way to use BLE with a desktop app.
