Android Question Connect to Streaming Server

Hi, I'm working on a project. I have a server that doing an image processing using visual studio, and the client (user's phone) supposed to accept the picture from server as notification. And the user can choose to stream the captured picture in the server. I used xampp mySQL to make the streaming server.
Is it possible to connect the user's phone with the server using Basic 4 Android?

Or use RDC. Or use any other custom solution.
