It is an external library which ou should put into the external library folder. Also you have to correctly set the folder in your paths configuration.
But it appears you have configured it wrong. Look at this tutorial how it must be set

On the other hand it looks like the SDK is not build to run on an outdated windows.
I suggest to update to Windows 10 or 11.

Indeed, I downloaded the latest version 1.83 from the link you provided, and added it to the Additional Libraries folder...I selected it in the project...and voila, it worked without any compilation errors. THANK YOU SO MUCH for your help. It's invaluable to me, as I'm getting back into it.
I understand your suggestion, but for now, my entire programming environment is on this old laptop with Windows 7 64-bit, where I compile desktop programs that are my livelihood.
B4A is my ideal complement for mobile devices, and I hope to expand it for new clients.
