Android Question How to set Activity color when App start but not fully loaded?

Hello, I have a program that loads Html in VebView. But before starting a completely there white screen for a split second before showing the WebView. How can I set the background to a blue color so that the white screen does not appear on startup?
My Settings into Designer are:
