No. During development you can only use the sandbox with development APN ssl. Only when you release the app to the app store you will switch to non-sandbox.

If I don't want to release my app to store, because it is an company-app, is it not possible to use the apn in non-sandbox and also no feedback-service?

You can use an AD Hoc certificate. It should work with the the non-sandbox servers.
