Library Creator

I would like a program, that can generate a library from a given class, example, the Android Developers website or from the actual Android.java file. (I think this is a must if you are going to keep up with API changes)
There is a lot of repetition in creating libraries, that could be automated?

I am looking at a third party sdk delivered as a .jar and I am not looking forward to downloading eclipse (175M!) and going thru building.

But if I have to do it then so be it
