Android Question Permissions lolipop enable data connection

What happened to enable data connection with android lolipop ? ...
Is there another code to enable data connection or you are not allowed at all ...anyone found any solution

seems that there is a way only for rooted phones other wise it is all about google privacy that is more strict starting android 5+ lolipop
