Android Question SIM_NETWORK_LOCKED

I am working with a client who is about to start selling Android Phones to deprived communities on payment by Installment basis.

The need to Lock these phones to SIM and Mobile networks. Anyone with some Ideas who can help?

This is not something that you can do on the application layer. You will probably need to configure it with a custom ROM.

I have been in touch with unlocking business sometimes ago, as EREL pointed out locking algorithm is inside android OS, you may contact sim service provider to lock these sets or develop a custom ROM...
