Trasparent Image on Android Home Desktop

Is it possible to do something like this - it is how live wallpaper but with transparency and placed ON the icons NOT UNDER them. ( Tree )



I know how to make activity transparent , but controls of android don't work in this case - icons and so on , how to make controls working with tranparent activity working ?

Maybe it is something like overlay widget similar to Ram Booster.
