Android Question UpLoad failure at Google Play

While uploading my app to Google Play, I have the failure information :

Does anybody know why Im unable to upload the App?

Probably you are using a third party library that declare maxSdkVersion in different mode.
Try change:

android:maxSdkVersion="22"

or change the same:

AddManifestText(
<uses-permission
android:name="android.permission.WRITE_EXTERNAL_STORAGE"
android:maxSdkVersion="18" />)

in

AddPermission(android.permission.WRITE_EXTERNAL_STORAGE)

This snippet is not needed as the targetSdkVersion is not set to 23+:

Thank you both for the reply.
Mr. Erel, I used the snipped because of the DButils that I'm using. Do you think that eliminating the snipped I will have problems with the lib.
When I eliminate the snipped, the GooglePlay problem desappears

There will not be any problem. The DBUtils example uses runtime permissions and avoids accessing the external storage directly, so a global external permission is not added. In your case it is added and it conflicts with the "per version permission".
