Android Question Uploading App to Google Play

Forgive me if this has been asked before but I can't find the information.

Is there a tutorial available taking the developer on the entire process of uploading an application to be hosted on the Google Play for worldwide download?
Nice and simple - without any app fee or permissions etc?

Uploading apps to playstore is by far the simplest/easiest

Do you have a playstore account already?

if Yes, just goto https://play.google.com/apps/publish

Click Create Application
Upload your icon, screenshots, etc - The dimensions are specified on the dashboard

Fill in the necessary details where there are gray checkmarks for the following to make sure they turn green (ok)
-App releases
-Store listing
-content rating
-app content
-pricing and distribution

App Releases is where you will upload your APK. Click manage at Production, and follow the necessary steps to upload the apk.
Save
click on Review
Click on Rollout

Wow that seems easy enough. Thanks for that.
I don't have an account so I guess I'll need to create one first and sign the App with an App Key from within B4A.
