Android Question 16KB page and signkey - assistance required

hi

as i go through the process of setting my app to the new 16KB page requirement i try it on am old app that i can "play" with
i have updated to sdk 36
set the manifest to target 36
created the aab
now when i try to upload to play stor5e it is rejected with a message that i need to register to play store key management
not sure i got what they want from me - the signkey is in the app
so if i make any change what will happen with it?
will it keep on updating the users?
the app was last updated quite some time a go and was apk
i'm sure i miss something or misunderstand many things
can anyone help me out here?
