Android Question B4A to Server connection

Hi guys,

All working ONLY when my Phone is connected to SAME ROUTER, through Wi-Fi, as the Desktop

When I switch to Telco Data Connection - then doesn't work

Any hints on how to solve MUCH APPRECIATED
